VII Yakutsk International Film Festival – Ethnic Film Festival

Article 1 - General provisions

The Yakutsk International Film Festival is held in the Republic of Sakha (Yakutia), in the city of Yakutsk from June 28 to July 3, 2024 (hereinafter referred to as YIFF) as part of the Arctic Arts Forum “Desired Coast” (“The Art of Cinema”).

The Ethnic Festival focuses on the spiritual and moral foundations, traditions and foundations that play a decisive role in the preservation and transmission of the cultural heritage and identity of peoples.

Article 2 - Organization of the festival

With the support of: Ministry of Culture of the Russian Federation, Union of Cinematographers of the Russian Federation

The program of the Festival and the procedure for demonstrating films, business, educational and cultural programs are determined by the Directorate of the VII Yakutsk International Film Festival

Article 3 - Objectives of the festival

  • Popularization of unique ethnic characteristics and diversity of original cultures;
  • Establishing an open cultural dialogue, creating favorable conditions for the mutual enrichment of cultures;
  • Consolidation of cinematic, creative and public initiatives;
  • Creative cooperation, creation of an effective platform for professional communication and creative development of filmmakers
    promoting a positive image of the republic and popularizing the region;

Article 4 - Conditions of participation. Film selection

Full-length feature films of Russian and foreign production, created no earlier than 2021, are accepted for participation in the Main Competition.

Films from the competition program are shown with English and Russian subtitles. Films from the competition program shot in Russian are shown with English subtitles.

Submitting applications

Applications for participation in the Yakut International Film Festival are accepted from April 15, 2024. Acceptance of applications and registration: e-mail: director@filmfestykt.ru

Application deadline: June 10, 2024.

The selection of films for participation in the YIFF Main Competition is carried out by the Program Director of the Festival.

The list of films selected for the YIFF program must be published within 3 days after selection on the website: www.filmfestykt.ru

Other programs accept films in DCP format, in the original language and with English (or Russian) subtitles. Copies of films accepted for screening in other festival programs must be transferred to the YIFF Directorate no later than June 15, 2024.

The program for screening films at the festival is approved by the YIFF Directorate.

Article 5 - Festival program

  • Main competition (feature feature);

  • Competition of student works (short fiction);

  • Out-of-competition and special screenings (fiction, non-fiction, animated films, the best Yakut films);

  • Business program (round table, presentations);
    Educational program (master classes, creative meetings)

    The opening and closing of the YIFF will take place at the P. A. Oyunsky Sakha Academic Theater.

    Film festival screenings (competition/out-of-competition programs, special screenings) of the VIIth Yakutsk International Film Festival will be held in the cinema hall of the Lena Cinema, Great Hall (350 seats),

Article 6 - Competition Program

Main competition

For consideration and participation in the YIFF Main Competition, feature films in DCP format are accepted, with a running time of 60 minutes or more. and no more than 150 minutes.

At least 10 full-length feature films take part in the Main Competition.

Copies of films participating in the film festival competitions must be transferred to the YIFF Directorate no later than June 15, 2024.

Criteria for evaluating competition works:

– relevance and social significance, compliance with the idea, goals and objectives of the Festival;

– completeness and expressiveness of the disclosure of the main topic and additional

storylines;

– the totality of the embodiment of the ideological and artistic concept,

– originality of the director’s decision;

– expressiveness of acting;

– dramaturgy, artistic integrity of the Film;

– innovation, creative innovation, creativity in the solutions used

in process;

-quality and effectiveness of solving creative and technical issues in the presented Film, sound design, quality of editing, emotional impact.

Student work competition

The organization and holding of the Student Work Competition within the framework of the Yakut International Film Festival is carried out in a remote format.

To participate in the YIFF Competition, short fiction films are accepted – video works of students created no earlier than 2022;
Films are shown with Russian and English subtitles;
Film format – MPG 4, Full HD, duration: from 5 to no more than 30 minutes;
The criteria for evaluating work, the documentation provided, and the deadlines for submitting applications are carried out in accordance with the requirements of the Main Competition.

Films of the Student Work Competition are evaluated by a jury consisting of leading filmmakers of the Russian Federation and the Republic of Sakha (Yakutia), at least 3 (three) people. The chairman of the jury has 2 (two) votes.

Article 7 - Documentation

A completed application (entry form) for each submitted film, confirming participation in the YIFF, must be received by the YIFF Directorate no later than June 10, 2024.

After confirmation of the film’s participation in YIFF competitions, the following documents must be sent:

– Subtitle sheet in Russian and English;

– Materials for the catalog (in addition to the information provided in the application) – short creative biography, filmography, photos, prizes and awards for the director, screenshots, film poster;

– Movie trailer

Article 8 - Participants and invited guests

Questions about the invitation of participants, experts, members of the Jury, guests, the terms and conditions of their stay and accreditation at the festival are determined by the YIFF Directorate.

The participation of films in YIFF competitions requires the presence of one film representative.

The YIFF Directorate bears the following expenses:

– payment for travel from Moscow to Yakutsk and back, payment for accommodation and stay of the competition participant during the film festival.

The conditions of stay of other festival guests are specified in their personal invitations.

Applications for accreditation are accepted within the period stipulated by the YIFF Directorate.

Article 9 - Jury

The competitive film program is evaluated by a professional international Jury of the Festival.

Chairman of the Festival Jury – invited person

The Chairman of the Jury has 2 (two) votes.

The jury of the feature film competition consists of famous film masters, television and cultural figures (at least 5 (five) people) from Kazakhstan, China, Russia, Yakutia.

The Jury cannot include persons involved in the creation or commercial distribution of films participating in the relevant competition.

All members of the Jury undertake to refrain from public statements regarding the competition films until the official announcement of the results at the closing ceremony of the Festival.

The YIFF Directorate bears the expenses for the stay of each jury member and their travel to and from the festival.

Article 10 - Prizes

The jury awards the “Snow Glasses” prizes

Main competition:

“Golden Snow Glasses”:

– Best feature film;

“Silver Snow Glasses”:

– Best student work

– Special Jury Prize

– Best Film Director’s Work

– Best Actress

– Best Actor

Audience awards among Yakut films released from 2022 onwards are determined by polling viewers through online voting on the YIFF website in the following categories:

“Golden Snow Glasses”:

– “Best Yakut film”;

“Silver Snow Glasses”:

– “Best actress in Yakut cinema”;

– “Best male role in Yakut cinema”

There are 9 nominations in total.

The winners are expected to personally participate in the award ceremonies.

* All Russian participants in the competition program (by agreement of the parties) are automatically included in the list of films that will be nominated for “Best Regional Film of Russia” in the professional film competition “Chypchaal” in February 2025 in Yakutsk.

Article 11 - Rights to the film.

Участники ЯМКФ должны обладать правами на демонстрацию своих фильмов.

Организаторы фестиваля не несут ответственность за нарушение авторских прав участниками.

Article 12 - Press and publication

-The Festival organizers have the right to use film materials and photographs of participants for press releases and advertising purposes. Participants must provide permission for their photographs and information to be used in press materials and festival promotional materials.

-Those wishing to obtain press accreditation should contact the YIFF Directorate.

Article 13

These Regulations are the main document defining the rules and conditions of the film festival. The organizers reserve the right to make changes and additions to the Regulations without prior notice to participants.
